THE TERRIBLE PUNISHMENT FOR DEATH PENALTY IN CHINA ...

 


China has issued an order urging judges to avoid executing criminals in all but the most extreme circumstances.

The order follows reports of widespread wrongful convictions and criticism that lower courts arbitrarily impose the death penalty.


It is the latest effort by Beijing to reform capital punishment in China, which is believed to legally kill more people than the rest of the world combined.


Judges have been ordered to use the death penalty more sparingly by showing leniency for murderers who co-operate with authorities and to non-violent, "white-collar" criminals.


"Capital punishment should only be given to an extremely small number of serious offenders," the Supreme Court said a statement posted online.


The full order issued to the courts was not made public.


The order said that crimes of passion, such as a family member or neighbour being killed in anger, should not automatically result in the death penalty if compensation is paid to the victim's family.


It also said that those convicted of economic crimes should get lighter penalties if they help authorities recover the money they have gained illegally.


While the Supreme Court order called for greater restraint in ordering executions, it still upheld the use of the death penalty as a deterrent.


"We must hand down and carry out immediate capital punishment in regard to heinous cases with solid evidence that result in serious social damage," it said.


Beijing doesn't officially release death penalty figures and international rights organisations therefore do not know the exact number of executions carried out every year.


Amnesty International says that in 2005 China executed at least 1,770 people, which amounts to roughly 80 per cent of the global total. The true figure is thought to be substantially higher.

A man convicted of raping and murdering a 3-year-old girl was executed in Sanaa on Monday in front of hundreds of onlookers, the first public execution there since 2009. "Security was very tight, because authorities were fearing a revenge attack by armed men from the Bani Matar tribe to which the girl's family belong," said Reuters photographer Khaled Abdullah, who witnessed the scene. The police van transporting Muhammad al-Maghrabi, 41, to Sanaa's Tahrir Square was escorted by five police patrol vehicles.  The execution drew a large number of onlookers, some perched up telegraph poles and many watching from rooftops.
